minor turning 14

When a child turns 14 and can choose which parent to live with is it necessary to go to court? How do you get the child support adjusted?

Children in Georgia have no "right" to choose. At 14 they can express a preference in a case filed by a parent and the judge will give great weight to that preference but is not bound by iot if he finds the change is not in the child's interest.

You should hire an attorney to file a Petion for Modification of Custody and Child Support. Then, with an agreement with your ex, it will be made part of a court order.
