If a mother gives a child another man's name and the rights as the father. Can she turn around and charge another man child support if he could be the real fahter.

Paternity and rights are established by courts. THe mother can't give them to anybody. Only a judge can.

A mother cannot sign a child's rights to another man. You may have allowed someone to step in and act as the father, but he is not legally the father. You can go after child support from the biological father who has the right to request a DNA test.
