Unless an order is in place, parents have equal rights to children. The courts certainly frown on hiding children without some extenuating circumstance. You can file, request a process server if your county does not have a permanent list, and have her served when she comes to pick up the payment. Understand that is she has moved out of state, you need to get the case filed within 6 months of her leaving. Otherwise you have a jurisdiction issue.
