The Naturalparents rights

Can the naturalparent have the right to come and take a child back

after 11 years if a person has guardianship on a child and the naturalparent went to the court and terminated it and never came to pick the child up and the person was not notify at all that the papers was terminated and is now recieving state funds for this but never had child in her coustody
