neglectful,nonchildsupport paying mother & visitation

2 years ago in Dec. my husband gained custody of his 2 year old son. Order was never signed by judge and lawyer has been disbarred. The mother gets every other weekend visitation. For the last 8 months every Sunday ss comes home sick (asthma). The mother is living with a chain smoker. It costs dh 214 in medical expenses ea time. Mother hasn't paid any cs in 4 months. Does husband have any legal way of with holding visitation? Is there any way to enforce cs on a unsigned decree?

First and foremost, get another lawyer, get your file and get that order presented to a judge and signed. You can enforce the agreement or the order, but it needs to be reduced to writing and signed.
