Legal Question in Family Law in Georgia

My nephew is in prison and he has a daughter. He was not married to the mother. His name is on the birth certificate, and the state assistance she is receiving he has to repay over 100k when he gets out. My mother is her great grandmother and would like to see her. Do we have any rights in the state of Ga?
