Legal Question in Family Law in Georgia

non adoption

My mother and stepfather told me at the age of 6 that my stepfather had adopted me. I've gone though my life believing this. I'm now 61 years old and I'm trying to get a driver's license in the state of Georgia but my birth certificate states my real father's name and there are no adoption papers. Both my parents and stepfather are now deceased. With out proof of how I went from my birth certificate name to using my stepfather's they will not let me get a license in Georgia. When I got married they didn't require a birth certificate in Minnesota in 1965. I'm now divorced. Do you have any advise for me?
