my ex was ordred to pay me five hundred in attorney fees and court cost, he has failed to do so, can i file a civil suit against him and should it be filed in the county i live or the county he lives?

You should file a petition for contempt of court in the county where the divorce was granted. Also, you can file a garnishment of his wages and/or bank account in the county where he lives. You should consult with a local attorney about the rules in your jurisdiction.
