Legal Question in Family Law in Georgia

If all you owe is arrears can you have payments lowered if out of work. Or at least stop them from suspending my license every 30 days.

You have to have been a long way in arrears for a while for the license suspension to happen. Since this problem isn't going away, use your unemployed time to do labor pool and temp work, and mow yards, etc, and get yourself current.
