Parental Rights

What do I need to do to get the father of my child to sign over his parental rights? He is not in the picture at all, has not even tried to contact me, what do I need to do?

There is no such thing as what you ask. Your child has a right to be supported, and you have no right to abridge that right. The only time one can surrender rights would be if you are married and your new spouse is adopting the child.
