I have agreed to sign over my paternal rights. how can i do this?

You can only do that in an adoption proceeding. Consult with a local attorney.

There is no such thing (with one exception).
When you decide to make a child, you are required to support that child for 18 years. There are no exceptions except one (if the mother surrenders the child for adoption and you agree, or if the mother has her husband adopt your child, you can consent to that).
As soon as you go 30 days without paying support, you have committed a crime and can go to jail.
