Pay child support from 401 savings

My ex-husband is in arrears over $26,000 dollars. He is a 401 savings plan. He has been with the same employer for over 16 years and is fully vested. Does the law allow me to seek legal help to obtain a judgement to recoup this money...Is there any law that makes retirement savings untouchable? PLease respond and thank you...
