I pay my child's mother $700 a month in child support and she neglects my child and doesn't use the money to provide for him. I still have to buy him school clothes and supplies and pay for extracurricular activities! What am I to do? My child support is so much it only leaves me broke after I have to do extra! How can I get my child support reduced so I can make sure my child is taken care of

You think reducing your child support obligation will ensure your child is taken care of? If your child's mother is actually neglecting your child why not petition for custody? $700 is not much when you think about all the things a child requires. That money helps with rent, utilities, food, clothes, gas for transportation, car payment, etc. These are all necessities when it comes to raising a child.
What you have failed to tell us is what matters: Is your support consistent with the state guidelines, in which case it probably will not be modified? If you are paying way over the state guidelines, see a lawyer. If you think the child is neglected, why are you not getting a lawyer and seeking custody?
