If i do not pay my 50% of the medical expenses not covered by insurance and it is in the divorce decree that i do so, can my ex-husband with hold that amount from my child support payment?

That depends on what the divorce papers say. Since you didn't tell us, all I can tell you is that you can be in serious trouble for your violation of the decree.
