Legal Question in Family Law in Georgia

If two people one is 14 the other is 17 and they have sex with the mothers consent, can the mother of the 14yr.old come back after three years and file charges on the 17 yr. old?

Mothers cannot give consent to someone to rape their daughter (and the mother would be charged with pimping out her daughter). Both children need serious counseling.
