my mother is a terminal cancer patient . can i sister leagally persuade her to sign over power of attoreny while in the hospital under very heavy heavy sedation. this dosent sound leagl to me

A person must understand a power of attorney to make one. A sedated person may have that understanding. Since we have not talked to the doctor, we can't evaluate this situation.

It depends on her degree of lucidity, or chear-headedness. Just because she is taking drugs doesn't necessarily mean she doesn't have degree of lucidity to sign a binding legal document. You should consult with a local attorney.
