Question about age of Majority in GA

I've been reading these questions and have one of my own. The law in GA clearly states that the age of majority is 18. How is it that many of the attorneys on this site are advising that a 17 year old can legally move out of their home, and it be legal? I have a 16 yr old niece in Emanuel County in GA and she is convinced that she can move out of her father's house, and in with her 25 yr old boyfriend's house with no legal repercussions.
