A question concerning visitation with a grandchild

My husbands daughter from a previous marriage(shes 27)has joint custody of her 7 year old son.He lives with the father and his parents.She lives with her grandmother.Neither one of the parents work.My husband and I have tried for some time now to get Michael to come visit with us.Weve been nice to all parties until now.It seems that every time we want to get him the parents call at the last minute to say hes sick or somethiong else is going on and he cant come.We would like to be in our grandsons life but there is always an excuse.My husbands first divorce was bitter and the daughter has said she doesnt want him around me.Is there anything we can do to be able to see our grandson.My husband is getting very upset over this matter.We have even thought about trying to file for custody since both parents dont work,do drugs and party and cant seem to get out on their own.They depend on other people to take care of them.

Grandparents can petition the court for at least visitation, maybe more. Consult with a local attorney.
