I have raised my 14-year-old stepson for the past 9 years of this 12 year marriage . My husband lived on his ship across country and visited every two or three months for a week. We have never lived around his or my families. What are my chances of gaining custody in a divorce?

Close to zero, unless your husband agrees AND the mother of the child agrees. Discuss this with your lawyer.
Short of the parents agreeing to allow you to adopt them, you have no chance in a divorce of gaining custody, because you have no parental rights.
We often see this in family law and it is unfortunate. You did not say if the mom was in the picture or not. Unfortunately, you are at the mercy of your husband. Hopefully he will at least allow visitation as I am sure cutting you off would be hard on the children.
