Legal Question in Family Law in Georgia

we are relative care givers with the intentions to adopt. The mother just gave birth to another baby and the judge allowed the birth mother to keep the one she just had. In December, the TPR supposed to start for the child that we have. How likely is it that the judge will allow us to keep the baby?
