Are " not responsible for debts after a certain date" notices published in newspaper valid for a married couple who is separated, but no legal forms were filed? they have had separate residences for several months, but there is no money right now to divorce.

Such notices have no legal effect, are a waste of money, and you shouldn't bother with them. Use the money for the ads on a lawyer and proceed with a divorce.
