Restraining Order

My brother had a restraining order against him. After about 6 months the ex started to contact him and after first resisting he agreed to meet her. Now he is in jail for violating the order. Does he have any recourse against her? Can she contact with him with impunity when she was the one that filed for the order?

HE should ask HIS lawyer, which is obviously necessary for someone with a restraining order against him.
