Retainer Fees

I paid a lawyer to a retainer fee of $1200 last year around this time. I just got the run around everytime I ask her to do anything concerning my issue. Basically, no service was done for me period. Is my retainer fee refundable? Can I file a complaint against this lawyer? I didn't get a bill or itemize statement explaining to me the services that was performed for me on the attorney behalf.
