My rights to refusing a drug screening by a dfacs worker?

Can a person refuse a drug screening ordered by a dfacs worker because of a ongoing case with the DFACS office.

If you refuse a drug test, it will be assumed you will test positive. Since I don't know what the underlying reason for the request is, it is difficult to give advise.
