i am seperated and retired can i legally quit paying the premium on wifes health insurance she was added to it when we got married, 18 months ago.

There is no law which says that you must pay insurance on your spouse and continue to do so. However, consider that if you are separated, you are not divorced. As such, if your wife is injured and incurs a large amount of expenses, her creditors are your creditors and can come after you just as easily as they can go after her. In addition, perhaps you should take a look at your morals -- you cared enough about this woman to marry her less than 2 years ago.

Before doing anything with the insurance, see a lawyer. Even if you can drop it (and Phillip's answer is wrong, as some insurers do not allow you to drop a spouse without a court order or the spouse's consent), a court may hold you responsible for the resulting bills and might later compel you to purchase more expensive insurance.
