Divorce is NOT a bunch of "forms." This is why most pro se cases go badly. If you had a toothache you would never do your own root canal, so why would you think you can do your own divorce? A waiver of venue occurs when you are filing in the wrong court, so it's a fix when you have a strategic or other reason to select the wrong court. If you truly are in the wrong court, the fix is to be in the right court. If however, you have completely bogged down in imprecise forms, you may be in the right court but have a spouse that is uncooperative. In that case, you throw out all the forms, get a lawyer, and you serve the person with a contested divorce. Personal jurisdiction and venue are two of the simplest concepts in a divorce, so if you've stumbled on those, you are far from ready to be your own counsel.
