My sister relinquished her parental rights to me on September 8th, 2011, how long do I have to wait to pick up my daughter now that it is signed and notirized/ Georgia

Generally there is no way to do what you just said, so there is no way to answer you. Custody is transfered by court order, not notarized statements.
