Legal Question in Family Law in Georgia

i have a sister whos going throught a divorce and the ex husband is being deceptive with the children health insurance and has breached on a promise to support his daughters schooling, she is also in need of heart surgery. is there anything my sister can do to get this guy to cooperate with the terms of seperation which they agreed with there lawyers.
