Legal Question in Family Law in Georgia

I have a sisterinlaw that stayed with us a week with her 2 and 4 year old she left them I have had them a month. they have no father the grandmother on herside is disable the father on the dads side is a child molester she has abandoned these babies what can i do to get guardianship? she has signed a nonlegal paper that says she cannot have them back until she gets job,car,home,is this legal ?help...

You can't get custody with a mere piece of paper. It takes a court case. See a lawyer.
