my son is moving to Florida from Georgia with his 2 minor children ,he is separating from his wife ,doesn't she need to give him some kind of paperwork to show he has permission to take them across state lines

Unless he is extremely foolish and does not care about the children, he absolutely needs to see a lawyer before planning anything. Not doing so canb be a disaster.

While a parent is free to take the children and run, with no papers, courts will frown on behavior that separates children from the other parent. When he moves, Georgia will retain jurisdiction over him for the next six months, so he could end up with a case here that could be very problematic for him.

At a minimum, if he does plan to take the children, and his wife consents, a lawyer can draft paperwork that might help. Nothing short of a court order is a complete answer, but again, unless he is really wanting problems down the road, he should not make any plans at all until he sits down with his own lawyer.
