Legal Question in Family Law in Georgia

My son is 17 and will be 18 in October. My ex-husband and I have joint custody with him having primary caregiver-I was not remarried at the time of custody, but he was. My son is wanting to move in with his grandmother. I am ok with this, my ex is now on his 3rd marriage with a woman who despises my son. There is rarely food in the house and my ex is in financial hardship. I live in Ohio and don't want to uproot my son from his school and friends. What does he need to do to be able to legally move in with his grandmother?
