what state we have to file under

My husband and I live in Georgia he is in the Navy his state of residency is Illinois. We wish to sue for custody of his child who lives in Washington but was conceved and born in Connecticut what state do we need to file in?

The petition for custody has to be filed in the state where the mother or primary custodian of the child lives.
