In the state of ga. if i have been served with a complaint for modification can a submit a modification within my answer to the complaint to me..trying to do this pro se

Let me stress to you that it is completely foolish to reply pro se. Nothing is a greater recipe for disaster. Don't!
No, you cannot. But you can, besides an answer, raise legal defenses and, depending on details we do not have, counterclaim for relief (which also may seem some modification).
