In the state of Georgia, can two females sign the birth certificate? One as the birth mother and the other as the "father".

I have never seen or had this question presented. The "father" designation on the birth certificate relates to the biological father. If you are in a committed relationship, I assume the pregnancy came about from a sperm donor. Depending on the legal arrangement with the donor, you would put "unknown" on the certificate as to the father. At some point you would need to retain an attorney knowledgeable in adoption law and perhaps have your partner adopt. At this point the partner not having the child has no legal rights to the child.
