Legal Question in Family Law in Georgia

If I am to be stationed overseas and my wifes children are to come with me will we need the bio fathers signature on the passport? He has visitation rights but he hasnt made any contact with them or us in almost a year now and hasnt been paying his court ordered child support. Also we have tried to send him a letter and call him every so often but his phone number is disconnected and we dont get any answers from the letters we send to his moms house since thats the only address we have for him. Is there a way if we cant reach him that I can get a court order to get their passports to come with me since I am the provider for these children and his actions continue to prove he wants nothing to do with them. I would adopt them but I dont have the finances right now for a contested adoption since i know he will spite my wife and not sign over the kids. any help is appreciated!
