Temporary Guardianship

I have a 13 yr old girl living with my family. I have had no support from the parents of the child and I am in need of assistance. I have a letter stating that I have temporary custody from the mother but I need it to be legalized. What steps can I take so I may receive some sort of help from anyone? Family or State.
