temporary support order in contempt- now what?

I have a temporary child support order on file with the local county. I am working with the state child support agency who is unable to serve a contempt to the noncustodial parent. Can I get a warrant placed on him for non-support based on the temporary? What other legal alternatives to personal service are available? What can I do as a lay-person- I have no more money for legal representation to facilitate this case?

If the non-custodial parent has left the child in a state of want (that is to say, provided no support whatsoever to include visitation) you can go to the magistrate court and apply for a abandonment warrant.
