terminating parental right for failure to pay child support

In my divorce decree which was filed in Arkansas it states that if the non custodial parent fails to pay child support for a year i have the ability to terminate his parental rights. Unfortunately i have not be able to find and attorney that will help me pursue this. It has been almost three years an i have only seen one payment , and that was after two years. He rarely calls my daughter and makes arrangement to see her. If he does see her its because i have made arrangements with her grandmother. We are military so i am now stationed in Georgia and have to open a new child support case here. i have lived in Georgia for over a year. based on the divorce decree he signed no contest giving me full sole custody which states failure to pay child support for a year will lead to termination of parental rights Is it possible for that to stand in the court and his parental rights be terminated.

There is NO such thing in Georgia (and likely not in any state) as terminating parental rights solely for non-support. You do have a right to pursue, and, if necessary, even jail him or seek other financial remedies.
