Terminating a Parent's Rights

Is there a way to terminate a parent's rights who has never legitimized the child? Would he have to legitimize the child first?

There is no such thing as terminating a parents rights except for adoptions and for some abuse/neglect situations. The child has a right to be supported by his parents, regardless of legitimization.
