termination of parental rights
My wife left in the night with my 10 month old child about 10 years ago. If, now that I have located her, I want to file for divorce can I also file for termination of my parental rights?

You have a huge misconception. You sired that child, and you have a duty to the child for 18 years, and there is no such thing as terminating that right. In fact a court may possibly make you pay for some of the past ten years, and you will be committing a crime if you do not pay support until the child is age 18. Why you would think the taxpayers would do that for you is beyond me.
In your divorce, you will have to, before the divorce can be granted, resolve child supportr, insurance, visitation, custody and other issues.
Should you go more than 30 days without paying, even absent a court order, you have committed abandonment and can be jailed for up to one year for each month that you fail to send money.
