Visitation Rights

In the state of Ga what rights does afather have to see his children when he is behind on child support and never phones the children just sends letters stating that he will meet the mother at certain time to exchange the children.One child has congenital Heart Defect and Downs Syndrome and does not even know who this person is yet he wants to make a appereance in her life evry three months.it has been since October 30,1998 until Janurary 1,1999 since these children have heard from there dad will I be in comptemt if I do not let them go with their father.he is also responsible for their medical bills and has paid only 5.20 of that bill.Thanks !

father's have thr right to visit whether or not they pay child support. mothers have the right to receive child support whether or not they allow visitation. i would file a contempt to make him pay. If he goes a year without paying he could have his rights terminated but most judges would require a replacement dad to do this ie you remarry and the nes h wants to adopt.
