I wanted to know can I waive my parental right and not pay child support

Fail to pay it, and you face jail, loss of your right to drive, wage attachment and other remedies.
In general, courts will grant this type of motion unless there is a father to adopt the child. This is necessary because courts don't want the child to wind up on the taxpayers' dime once a parent's child support is lost.
Therefore, assuming a child't mother gets remarried and her new husband wants to adopt the child, the court will of course grant your motion to waive/relinquish your parental rights. Also, the court may consider it if the mother has more than enough resources to pay for the child's expenses and the mother doesn't oppose the motion.
