Does my ex wife have the ability to take our minor children out of the country without my authorization?

No. The US state department requires that BOTH parents sign an application for a passport for the children. Do your children have passports? If yes, then she may be able to take the children. What does your marital agreement say? If you learn that your ex-wife is going to leave the country, you can always file a petition asking that she be prohibited from leaving the US with the children and/or petition the court to give custod y of the children to you. Get a family lawyer if you think this is likely to occur.
