wife refuses to file for a federal quadro?

The divorce was 10 yrs ago & the wife was to file a quadro w/in 30 days of the divorce. She has not & refuses to respond to my attorney. I am the annuite and there is around $150,000 in my thrift saving plan. She is also entitled to 50% of my retirement. My retirement date is 7/31/2008 after 33 yrs of employment and I still do not have any information on how much I will have to give her. I'm told that she has to file the quadro & there is nothing I can do. Can she file 10 yrs from now and I still owe her the same amount of money?
