auto accident on private property

My daughter ran into our neighbors car in our driveway. Us and our neighbor share the same entrance then it splits into our respective driveways which are about a quarter mile long each. I keep mine up so they use my driveway with our permission. In the early morning hours the sun was in her eyes and on a curve hit the neighbors car in the drivers door. the neighbor called 911 as if it happened on public road, my daughter was held up to be 1hour late to school the deputy threaten to write her a citation if she didn't sign a confession of fault which she was never denying (we have insurance), ran her license and insurance (on private property). This happened 1/4 mile off the public road on my property what are my rights and my obligations???

"Rights" and "obligations" about what? Police? Insurance? Being late for school? Read your insurance contract to see what it says about your duties in an accident. Your insurance coverage is not limited to public roads.
