Legal Question in Civil Litigation in Georgia

if i bought property and a water line was running across it to a adjoining property. there is no easement for this. can the adjoining property owners be made to move this water line to a easement that was set up for these lots. the original property owners put this water line in before the land was divided and it was hooked up to another lot before i bought this property.
