Legal Question in Civil Litigation in Georgia

I was buying a car from a friend for $3000, I gave him $2200 of it on June 22nd, 2009. By September he said the car he was selling me still was not ready, so he let me use his personal car until the I gave him money for was ready. The transmission in his car started going bad and he kept telling me he was going to look at it but never did. The transmission finally went out on his car and now he does want to give me my money back or the car I was paying for. Should I take him to small claims court?
