Assuming you are a prudent person, anyone living in metro Atlanta as you do would surely carry full insurance coverage. Such coverage includes theft. So instead of suing, you simply call your insurer and get a check. (The only time to not carry it is when your car is worth very little, in which case the cost of suit would exceed the car's value).
To be able to sue you'd have to show some unusual negligence by the shop. Even if you could show that, your legal fees would be huge.
So call your insurer. (If you did make the mistake of not having proper insurance, it is possible to repair facilities insurer might process a claim).
The answer is yes and yes.
Firstly, any lawyer reviewing your case will ask you how the repair shop "stole" your car, i.e. did you take it to them to service your vehicle? If so, did you satisfy their outstanding bill? How long did you leave the vehicle with them?
Because you did not provide more specifics in your question, it is uncertain whether one of Georgia's lien laws apply. If you are interested in moving your case forward, contact a lawyer and get an evaluation of your case.
Best of luck,
I would also suggest you call your local police department to report the matter. Depending on the specifics of your situation, criminal charges may be brought by the district attorney or solicitor's office.
