church violating noise ordinance

I live across from a church that plays extremely loud prerecorded music through speakers on the church roof.The noise can be heard a mile away.It plays twice a day and sevearal times sunday.The minister has been asked to turn the noise down and he just ignores us.I went before city council and mayor about this with a copy of the noise ordinance and was scolded for complaining about something to do with the church.They are allowing the church to break the noise ordinance. can they legally exclude the church and only the church from the noise ordinance Is there anything else I can do other than move

You and your neighbors might want to get together and hire a lawyer to contact the church, and, if appropriate, sue.

You and your neighbors should obviously also vote the mayor and council out of office.
