In a civil trial tort case involving auto accident, how does the plaintiff make the defentant's failure to appear for following too close traffic court into evidence, since you cannot use the ticket or accident report when pleaded no contest?

First of all, you do not do such cases pro se if you expect to get a good result. You get a lawyer. Not having a lawyer is a good way to lose, or to get far less than you would otherwise (assuming you have a case).
Second, under Georgia law, a nolo plea is generally inadmissable as there is no conviction and no admission. An accident report is usually inadmissable, as it is hearsay. Witnesses can testify. Reports cannot.
